Background & Purpose
Authorities need better control over who owns property to fight crime, and there have been concerns about people manipulating the process when converting rental apartments into tenant-owned homes.
The Decision
The Swedish Parliament decided to require clear identification for property registration and introduced a six-month residency rule for tenants participating in housing conversion votes.
Does this affect you?
- Property buyers: Must provide official identification numbers when registering ownership to ensure transparency.
- Tenants in rental buildings: Must live in their apartment for at least six months to have a say in potential housing conversion votes.
- Housing cooperatives: Must verify that tenants meet the new residency requirements before counting their votes during a conversion process.
In Practice
- Anyone applying for a property title (lagfart) must now provide a personal identity number or organization number.
- To vote in favor of converting a rental building into a housing cooperative, a tenant must have been officially registered as living there for at least six months.
- These changes aim to make it harder for criminals to hide property ownership and prevent unfair manipulation of housing conversion processes.
- The new rules will be fully active across the country starting July 1, 2026.
