- Design and technical requirements will generally only apply to the specific part of the building being altered.
- The term 'ombyggnad' (rebuilding) is officially replaced with 'större byggnadsändring' (major building alteration).
- Requirements on the whole building may only be made for serious health and safety risks, or to meet broadband, energy, thermal insulation, and sustainable mobility requirements.
- Accessibility requirements are relaxed, for example when new housing is built in attics or basement levels.
